「誰的歷史港？」高雄NGO公民會議 要舊港區發展透明化

在文化部前瞻基礎建設再造歷史現場計畫中，高雄市政府以「左營舊城見城」和「興濱計畫－哈瑪星港濱街町再生」二案獲得補助，分別有12億元和7億元的經費正在執行。根據高雄市文化局見城計畫說明，「希望藉此契機，檢討文化政策，從整體城市歷史書寫與市民集體記憶的角度出發，強化市民對高雄在地歷史與文化之認識，並試圖扭轉高雄工業立市的既定意象，建構城市發展的共識與方向。」
另一方面，興濱計畫則強調，「鑑於鄰接之駁二藝文特區建設有成，吸引無數人潮漫遊其間，為再創哈瑪星港濱榮景，期透過親山、築港、復鐵、興町等四大主軸，逐步復興哈瑪星歷史場域，演繹『興濱』計畫二部曲，為現代高雄城市轉型，寫下光輝燦爛的新頁。」
由市府文化局主導的兩項再造歷史現場計畫，雖然執行面向橫跨市府多個單位，並與民間團體合作推廣，然而整個計畫有數億經費在執行，關心高雄整體文化政策與未來發展的民間團體不禁要問，高雄歷史文化的價值定位由誰來決定？實際細部計畫的內容為何？公民從何監督？ 公民會議由下而上凝聚文化政策共識
文化部今年補助地方及民間團體舉辦文化論壇，希望透過公民會議的舉辦，擴大民眾參與文化政策，由下而上推動文化事務，作為政府施政參考。高雄目前即有四個民間團體正在舉辦不同主題之公民論壇，包括「2018高雄公民文化論壇」、「全國眷村文化資產活化再利用論壇」、「大林蒲願景工作坊」及「舊港區文化資產與歷史場域永續發展會議」。
其中打狗文史再興會社就以「誰的歷史港？」為主題舉辦公民會議，希望探討高雄第一港口舊港區文化資產和歷史場域的相關保存議題和未來發展。
打狗文史再興會社在2012年哈瑪星地區興濱街廓面臨要拆除改建停車場時，匯集了在地關心文史青年而成立，隨著街廓保存運動成功，舊港區也逐漸受到重視，觀光、政府計畫和土地開發等壓力不斷湧現，過去沒有產權的老屋卻因都市計畫更新而受到關注。
「這是誰的歷史港？」公民會議計畫主持人林佩穎在說明會上解釋，「舊港區的生態近年面臨劇烈變化，政府部門預計在這裡做些什麼？我們希望能更明確地了解，這次公民會議，有沒有機會用大面向來討論街廓保存的問題？」希望召募關心高雄文史發展的公民報名參加。 舊港區除了商業開發 尋求文化觀點的想像
高雄舊港區包含第一港口周遭的鹽埕區，以及部分的旗津區（旗後舊聚落）、鼓山區（哈瑪星）等地，與高雄市的城市發展有深厚的文化歷史背景淵源。
隨著產業變遷，高雄第一港口周遭面臨轉型，高雄港務公司與高雄市政府成立的高雄港區土地開發公司，掌握著舊港區的土地開發。
今年新開幕的「棧貳庫」就是最新商業開發案，不僅運用舊港區的土地資源，更有橫渡高雄港的渡輪航線可使用。對於舊港區的轉型和再利用，延續著駁二特區的發展模式，民眾質疑的是，這樣的發展想像是誰說了算？市府的決策和相關資訊是否夠透明？
林佩穎表示，關於高雄港區土地開發公司的所有資訊，民眾並無公開資料可以取得，另一方面，文化局的興濱計畫執行再造歷史現場，卻主動拆除了戰後有歷史價值的港務公司老宿舍，這樣的矛盾和不透明，正是民間團體希望透過這次公民會議，邀請不同立場的人與會一起探討整體文化保存的議題。
公民會議將以四天半的時間，邀集20位公民代表參與深度討論，將有不同身分、年齡、職業背景，並邀請公部門、開發公司和專家學者一起加入。希望從文化觀點去思考高雄舊港區文化保存議題，雖然細部討論議題不設限，但希望能形塑公民討論的模式，凝聚議題共識，未來對高雄市的開發、建設，作為文化政策面的重要參考。會議結論將於11月初公開發表。
不過民眾仍對公民會議所產生的結論對於政策實際的影響力存疑，林佩穎回應，透過會議討論和議題散布，會讓更多民眾關注，邀請公部門的參與，也讓政府了解公民重視的課題，未來將透過舊港區、新灣區相關議題討論的拉長效益，讓政府部門看見民間的聲音形成政策影響力。
